Chief Operating Officer

Functional Role:
The Chief Operating Officer (COO) works with the Chief Executive Officer and the Executive Team to ensure that the organization is pursuing its core mission, that programs competing for scarce resources are working together for KOTM'S holistic good, and that the KOTM culture provides a trusting environment where employee satisfaction and career growth are highly valued and actively promoted.
The COO will ensure that KOTM is pursuing its core mission by understanding the organization's strategic direction, and regularly updating the tactical execution plan to align with the strategy. Execution of that tactical plan will be the COO's top priority. Demonstrated ability to have successfully performed this role in previous assignments will be a key factor in the hiring decision.
The COO will directly supervise Program Directors, Finance, Human Resources, Business Development, Marketing, and other internal stakeholders to appropriately share resources within and between the various programs. This person needs the ability to internalize the major programs of Kids On The Move, understand and promote its core mission within, and foster healthy working relationships between support functions and the main service programs they support.
The person filling this role will need exceptional people skills. Bringing together internal stakeholders to build consensus for the greater holistic good of the organization will be a key measure of success. This will include fostering trust and a healthy interdependence throughout the organization. Though secondary to the COO's core responsibilities, KOTM will place a high value on an individual who is prepared to step in as needed for the CEO in representing Kids On The Move to the public, including families, community and political leaders, as well as funding sources. The right individual could readily step into the CEO role for a period of time with minimal disruption to the organization.

Authority:
The COO can make purchases up to $5000 for specifically approved budgeted items in the CEO's absence. The COO is authorized to represent KOTM in contract negotiations in the absence of and with the knowledge of the CEO.
Responsibilities:
1.Provide leadership, guidance, and development across the organization.
1. Supervise direct reports
2. Has shared responsibility (with the CEO) for all aspects of KOTM success criteria.
3. Ultimately accountable for recruiting, hiring, training, reviewing, and dismissing staff.
4. Sufficiently internalize the purpose and mission of Early Head Start, Early Intervention, Bridges, Child Care, Friday's Kids, and other programs to add significant value to strategy and tactical discussions. It is expected that the COO would be the most informed person at KOTM regarding how the current tactical deployment of resources align with the proper execution of KOTM's strategic plan.
5. With Board, CEO and internal leadership, develops specific tactical objectives aligned with strategic goals. Prioritizes all functions across the organization in order to achieve those goals.
6. Takes ownership for a positive and productive culture, and exhibits high employee morale in their daily interactions.
2.Implement a systematic approach to be aware of and infuse best practices into Kids On The Move programs.
a) In conjunction with the CEO, responsible for the profitability and financial viability of KOTM.
b) Collaborate with the CEO and internal executive leaders to create a budget for the organization each fiscal year for approval by the Board of Directors.
c) Directly partners with Finance to:
i. Establish and report on financial objectives.
ii. Monitor income and expenses in conjunction with overall budget monthly.
iii. Develop and maintain banking and investor relations.
iv. Ensure that accurate and complete financial reports are presented to the Board monthly.
v. Provides for adequate liability and Director's and Officer's insurance coverage.
d) Reviews Program budgets monthly with each program director
e) Serves on Board Finance Committee with the CEO.
f) Directly supervises all aspects of the HR function to effectively serve each of the programs. :
i. Establish thorough but streamlined on-boarding procedures
ii. Ensure that each new employee receives proper training across all KOTM functions
iii. Ensures that Kids on the Move programs meet community, state, and federal regulatory compliance requirements
iv. Ensure that all internal policies and procedures are adhered to
g) In conjunction with CEO, has shared responsibility for all aspect of KOTM marketing and business development activities.
h) Manages physical and intellectual property assets.
3. Monitors the organization's liability, legal and contractual compliance. Secures annual fiscal audits as required by funding sources and the Board of Directors.
Education: Bachelor's degree in human services, public administration, business or related field. Relevant experience in lieu of specific degrees will be taken into account.
Experience: At least five years' management experience.

Working Conditions / Environment:
Will normally work out of the Orem KOTM facility.
Will work both independently, with the CEO, and with the Executive Team.
Will facilitate meetings as needed with internal and external stakeholders.
Will meet periodically with staff, families, Board, community leaders, legislators, vendors, and others as necessary
Occasional travel within or out of state to attend conferences, collaborate with similar providers, or to meet with potential sponsors

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
